(Linux) Limit CD drive speed

When I play CDDA, Strawberry spins up the drive up to full speed. My external drive has maximum 24x speed, which causes very annoying vibrations through the entire table. To make it even more annoying, it frequently spins down and up again, at least at every track boundary.

Lowering the speed externally with eject -x 2 doesn't help much: it resets back to full speed at the next track.
