Sidebar should obey Fitt's Law

Make the sidebar obey Fitt's Law. i.e. in a maximized window, with the mouse pointer all the way to the left you should be able to toggle the sidebar menu.

@paul4ts Also, if you don't have a taskbar at the bottom of the screen, Fitt's should apply to the progress bar i.e. it can be skipped through from the extreme bottom edge of the screen.

@paul4ts I also notice that if you don't have a panel on the bottom on KDE Plasma 5.21 that clicking on the extreme bottom edge of the screen loses window focus. This is quite annoying -- clicks here should adjust the progress bar instead.

@paul4ts The scrollbar also doesn't scroll from the extreme right-edge.
