Shortcuts for ratings

Now that we have ratings (hooray!), it'd be great to have configurable keyboard shortcuts for them too.

I don't see the benefit; please enlighten me.

Allows using calls from dbus to rate a currently playing song without having to open up the player and click the star rating.
This is useful for media playing from a second computer (laptop, media machine)
It also allows you to bind alt-f1-f10 to half a star to 5 stars
It also allows apps like kde connect to have a ratings ui function in multimedia control, so you can rate a currently playing song with your phone
