Pretty sure Strawberry is already in winget and have been for a couple of years already.
See: https://github.com/microsoft/winget-pkgs/tree/master/manifests/s/StrawberryMusicPlayer/Strawberry
If it doesn't show up in some package listing, then I suggest to contact winget directly.

The settings are stored in the registry under
HKEY_CURRENT_USER\SOFTWARE\Strawberry\Strawberry
There is also a database where the playlists, etc is stored, it's under
%LOCALAPPDATA%\Strawberry\Strawberry\strawberry.db
