Allows using calls from dbus to rate a currently playing song without having to open up the player and click the star rating.
This is useful for media playing from a second computer (laptop, media machine)
It also allows you to bind alt-f1-f10 to half a star to 5 stars
It also allows apps like kde connect to have a ratings ui function in multimedia control, so you can rate a currently playing song with your phone
I think we'd all like this functionality.

expose xesam:userRating to Property: Metadata and allow updating via dbus or global shortcut

By " this is a recent issue" do you mean that Strawberry Version 1.0 on Manjaro was seeking correctly for you previously and stopped working?
an optimal implimentation would be Shift/meta/alt/ctrl + scroll to increase decrease size on the fly without going into the menu or the typical elektron method of ctrl+ + or ctrl+ - for increase or decrease
